Certifications CILS-CELI
The Certification of Italian as a Foreign Language (CILS) is the official title that denotes the degree of linguistic competency of Italian as a foreign language. The CILS is awarded by the University of Siena for Foreigners and is recognised by the Italian State on the basis of an agreement with the Italian Ministry of Foreign Affairs.
Levels. The CILS covers four levels: ONE, TWO, THREE and FOUR. Each of these represents a progressively higher level of linguistic and communicative ability. Each CILS level is autonomous and complete: the certification for each level represents a degree of communicative ability which is adequate for specific social, professional and scholastic contexts.
To obtain the Certificate in one of the four levels, it is necessary to pass an exam composed of five sections with tests in listening comprehension, reading comprehension, analyses of the structures of communication, writing skills and speaking skills.
Applicants. All foreign citizens, Italian citizens residing abroad (descendants of Italian emigrants) and foreign immigrants in Italy may request to take the CILS exam. There are no age limits and applicants are not obliged to possess educational certificates or degrees, nor is it necessary to have obtained lower levels of the CILS in order to attempt the attainment of a higher level. The CILS exams are not bound to the study of specific methods or forms of Italian language courses. Each candidate can prepare for the CILS exams in the ways deemed most appropriate and suitable in accordance with the demands of the level.
The CILS is useful to those who study Italian, who work and study within an Italian context, and to those who wish to measure their capacity in Italian. Each CILS level denotes an ability to communicate which may be used in different contexts and situations. The ability of each level of certification for foreigners who wish to undertake activities in relation with Italian institutions for professional or scholastic purposes is established in the document of the Ministry of Foreign Affairs entitled "Coordinated system of Certificates of Italian for Foreigners", Rome 1998. Level ONE denotes the ability to communicate in daily situations. Level TWO allows holders to enrol in Italian universities without the obligation of taking the pre-entry language proficiency test. Foreign students with a Level THREE or Level FOUR certificate may obtain extra points on University admission lists. At the University of Siena for Foreigners, the Level THREE is a requisite for enrolling in the Advanced Courses in Italian Language and Culture, Courses in Italian Language and Didactics for Teachers and Advanced Courses in Italian Literature and Art History. Level FOUR enables holders to enrol in the Advanced Course in Didactics for Teaching Italian to Foreigners and in the School of Specialisation in the Didactics of Italian as a Foreign Language. Level FOUR denotes the communication skills that a foreigner should possess in order to use the Italian language in the professional world. For example, it is the level necessary to teach Italian as an L2. Many Italian companies that work abroad or that wish to hire foreigners, or foreign companies that do business with Italy, require that their employees possess a CILS certificate, in accordance with the work they are required to perform. For example, Level TWO is accepted as the minimum level of competence required by the Italian Railway Company for employees involved in security.
Exams and scores. All exams are produced and evaluated by the Certification Centre of the University of Siena for Foreigners on the basis of European standards set by the Council of Europe. Each of the five sections is worth 20 points, and in each section it is necessary to score at least 11 points. The highest total score possible is 100 points, and the lowest passing score is 55 points. Candidates must obtain at least the minimum score in each section to be awarded the CILS. If a candidate obtains the minimum score in only some sections, then the candidate may take subsequent exams in those sections in which he or she had not obtained the minimum score. The sections of the exam that have been passed are valid for one year from the date of the first exam.
Sites and dates of the exams. Outside of Italy, the exam may be taken at Italian Institutes of Culture as well as at other selected venues. In Italy, the exam takes place at the University of Siena for Foreigners and in other selected sites (at the Centri Territoriali di Educazione Permanente in Tuscany and in other regions, at the Language Centres of certain universities, etc.). Our school is a selected site: that means that you can do the exam in Otranto. The CILS exams are scheduled twice a year, at the beginning of June and December, on the same day for all test sites.
A fee is charged for sitting the exam.

LEVEL C2 (CELI 5 - CILS 4 C2 - PLIDA C2)
Can understand with ease virtually everything heard or read. Can summarise information from different spoken and written sources, reconstructing arguments and accounts in a coherent presentation. Can express him/herself spontaneously, very fluently and precisely, differentiating finer shades of meaning even in more complex situations.
LEVEL C1 (CELI 4 - CILS 3 C1 - PLIDA C1)
Can understand a wide range of demanding, longer texts, and recognise implicit meaning. Can express him/herself fluently and spontaneously without much obvious searching for expressions. Can use language flexibly and effectively for social, academic and professional purposes. Can produce clear, well-structured, detailed text on complex subjects, showing controlled use of organisational patterns, connectors and cohesive devices.
LEVEL B2 (CELI 3 CILS 2 B2 - PLIDA B2)
Can understand the main ideas of complex text on both concrete and abstract topics, including technical discussions in his/her field of specialisation. Can interact with a degree of fluency and spontaneity that makes regular interaction with native speakers quite possible without strain for either party. Can produce clear, detailed text on a wide range of subjects and explain a viewpoint on a topical issue giving the advantages and disadvantages of various options.
LEVEL B1 (CELI 2 CILS 1 B1 - PLIDA B1)
Can understand the main points of clear standard input on familiar matters regularly encountered in work, school, leisure, etc. Can deal with most situations likely to arise whilst travelling in an area where the language is spoken. Can produce simple connected text on topics which are familiar or of personal interest. Can describe experiences and events, dreams, hopes & ambitions and briefly give reasons and explanations for opinions and plans.
LEVEL A2 (CELI 1 CILS A2 - PLIDA A2)
Can understand sentences and frequently used expressions related to areas of most immediate relevance (e.g. very basic personal and family information, shopping, local geography, employment). Can communicate in simple and routine tasks requiring a simple and direct exchange of information on familiar and routine matters. Can describe in simple terms aspects of his/her background, immediate environment and matters in areas of immediate need.
LEVEL A1 (CILS A1 - PLIDA A1)
Can understand and use familiar everyday expressions and very basic phrases aimed at the satisfaction of needs of a concrete type. Can introduce him/herself and others and can ask and answer questions about personal details such as where he/she lives, people he/she knows and things he/she has. Can interact in a simple way provided the other person talks slowly and clearly and is prepared to help.
Structure of the Exam
To obtain a CILS certificate it is necessary to pass the relevant examination. This consists of a listening lest, a reading test, an analysis of the structures of communication, a writing test and a speaking test. All these papers are produced and evaluated at the Certification Centre of the Università per stranieri di Siena according to the guidelines laid down by the EU. Certificates are granted when a student reaches a minimum score on each paper. When retaking the examination in cases where the minimum score was not achieved in all papers, candidates take only those papers where the score was insufficient. Once a pass has been achieved in any given paper, that result lasts one year, after which candidates must retake the whole examination to obtain the certificate.
CILS Examination Centers
Examination takes place in official centers across the globe. These centers also deal with registration for the exams. In cases where students are retaking only those parts of the examination which were failed at the previous attempt, the cost thereof is calculated at one-fifth of the total cost for each paper taken.
Enrolment
All foreigners and all Italians who live abroad can enrol for the CILS exam. There is no age limit or any other conditions. For the higher levels it is not required to have already passed an exam of a lower level.
Exam and valuation
In order to obtain a certificate of one of the six levels it is necessary to pass the exam. The exam consists of five individual tests. The duration of the tests depends on the corresponding level of the exam. The five individual tests are as follows: Listening to a text (one listens to a text on a cassette and than has to answer questions on the text in written form), grammar test, understanding of a text (one has to read a text and has to answer questions on the text in written form), written and stylistic skills (there will be a choice of about 3 topics; you will have to choose one topic and write about it), and communicative skills (there will be a choice of about 3 topics; you will have to choose one topic and speak about it).
In order to obtain the CILS certificate a student has get at least 11 out of the 20 possible marks for each section. Should the student obtain the necessary marks in only some of the five sections, it is not necessary to repeat the whole exam, only the part of the exam that the student did not pass. The section, which a student does not pass have to be repeated within one year.
How can you enrol for the exam?
The exam takes either place at the University of Siena or at another institution which has a corresponding agreement with the University of Siena. The enrolment form and a copy of your identity card has to be sent to the University of Siena (Via Pantaneto, 45 - 53100 Siena) 40 days before the date of the exam.
A fee has to be paid at the place where you will take the exam
The candidates, who have already taken the exam and have only passed parts of the exam, only have to pay the corresponding amount of the fee. The fee will not be refunded. In specifically documented cases like health reasons, grave family reasons), the examination fee can be transferred to the following date of the exam.

The CILS exam takes place twice a year at the same time throughout the world at the beginning of June and at the beginning of December.
La CILS - Certificazione di Italiano come Lingua Straniera - è il titolo ufficiale che dichiara il grado di competenza linguistica comunicativa in italiano come lingua straniera. La Certificazione CILS è un titolo di studio rilasciato dall'Università per Stranieri di Siena ai sensi della Legge 17 febbraio 1992 n. 204 e in conformità alla convenzione con il Ministero degli Affari Esteri del 12 gennaio 1993.

I LIVELLI CILS:
I livelli CILS sono quattro: Livello UNO, Livello DUE, Livello TRE e Livello QUATTRO, che individuano una competenza linguistica e comunicativa progressivamente più alta secondo i parametri previsti nel documento del Consiglio d'Europa, Modern Languages: Learning, Teaching, Assessment. A Common European Framework of Reference (1996). Per ottenere il Certificato in uno dei quattro livelli è necessario superare un esame composto da cinque parti, con prove di ascolto, comprensione della lettura, analisi delle strutture di comunicazione, produzione scritta e produzione orale. Nel corso del 2001 saranno attivati due Livelli PRE-CILS: A1 e A2, destinati a chi ha bisogno di una attestazione della competenza in italiano L2, anche se è in una fase iniziale del processo di apprendimento.
Questo è il quadro di corrispondenza fra i Livelli CILS e i livelli del Framework europeo.
DESTINATARI:
La CILS è rivolta a cittadini stranieri o italiani residenti all'estero. Per sostenere l'esame non è necessario possedere titoli di studio particolari, né è necessario aver superato un esame CILS di livello inferiore. Le prove CILS non sono legate a particolari metodi o tipi di corsi di lingua.
SPENDIBILITÀ DEL CERTIFICATO:
La CILS serve a chi studia l'italiano, a chi lavora e studia in contatto con la realtà italiana, a chi vuole misurare la propria competenza in italiano. Ogni livello della CILS attesta una capacità comunicativa spendibile in situazioni e contesti diversi. La spendibilità di ciascun livello di certificazione per gli stranieri che vogliono svolgere attività in rapporto con istituzioni italiane (per le figure professionali e di studio) è stabilita dal documento del Ministero degli Affari Esteri, Sistema coordinato delle Certificazioni dell'italiano per Stranieri, Roma, 1998. Il Livello UNO e il Livello DUE garantiscono la capacità di comunicare con autonomia nelle situazioni quotidiane. Il Livello DUE permette di gestire una maggior varietà di situazioni, sempre tipiche della vita quotidiana. È il livello che consente di iscriversi alle Università italiane senza dover sostenere la prova di conoscenza della lingua italiana. Il Livello TRE permette di comunicare in situazioni quotidiane e anche nei rapporti formali di tipo pubblico e nei rapporti di lavoro. Il Livello QUATTRO attesta la competenza comunicativa che dovrebbe avere uno straniero per utilizzare la lingua italiana in ambito professionale: ad esempio è il livello adeguato per insegnare l'italiano come L2. Molte aziende italiane che operano all'estero o che vogliono assumere personale straniero, o aziende straniere che hanno rapporti commerciali con l'Italia, richiedono ai propri dipendenti uno dei certificati CILS, in base alle funzioni lavorative che dovranno svolgere.
LE PROVE E LA VALUTAZIONE:
Tutte le prove sono prodotte e valutate presso il Centro Certificazione dell'Università per Stranieri di Siena sulla base dei parametri europei fissati nei documenti del Consiglio d'Europa. Ciascuna delle cinque abilità vale 20 punti. Per ogni abilità occorre ottenere il punteggio minimo di 11 punti. Il punteggio totale massimo ottenibile è 100 punti. Il punteggio totale minimo è 55 punti. Per ottenere la Certificazione CILS il candidato deve raggiungere il punteggio minimo in tutte le abilità. Se il candidato raggiunge il punteggio minimo solo in alcune abilità, il risultato ottenuto è capitalizzabile: in un esame successivo il candidato può sostenere solo le prove relative alle abilità non superate. Le abilità capitalizzate valgono per un anno dal primo esame sostenuto.
PREMI CILS:
I candidati che raggiungono i migliori punteggi nelle prove di esame possono ottenere un premio CILS. Il vincitore di un premio CILS di Livello UNO, DUE, e TRE non paga le tasse di esame per il livello successivo; il vincitore di Livello QUATTRO può iscriversi gratuitamente a un corso di lingua italiana presso l'Università per Stranieri di Siena.

LIVELLO C1 - Efficacia
Buona e operativa padronanza della lingua in una vasta serie di situazioni di vita reale. Ad esempio può partecipare attivamente a discussioni ed incontri di lavoro.
LIVELLO B2 - Progresso
Padronanza generale della lingua efficace in una serie di situazioni familiari. Ad esempio contribuire in modo efficace ad una conversazioni su questioni di tipo pratico.
LIVELLO B1 - Soglia
Padronanza della lingua limitata ma efficace in situazioni quotidiane e ricorrenti. Ad esempio partecipare ad una conversazione su un argomento familiare, scambiando informazioni di tipo fattuale.
LIVELLO A2 - Sopravvivenza
Conoscenza di base della lingua in uso in una serie di situazioni quotidiane e ricorrenti. Ad esempio capire e riferire semplici messaggi.
LIVELLO A1 - Contatto
Conoscenza di base della lingua in uso in situazioni familiari e quotidiane. Ad esempio presentare dati personali relativi a se stessi o altri.
Le prove e la valutazione
Per ottenere il Certificato di uno dei 6 livelli è necessario superare un esame composto da 5 prove di durata variabile a seconda del livello:
- prova di ascolto
- prova di comprensione della lettura
- prova di analisi delle strutture di comunicazione
- prova di produzione scritta
- prova di produzione orale
Per ottenere la Certificazione CILS il candidato deve raggiungere un punteggio minimo (11/20) in tutte le abilità di cui si compone l'esame.
Se il candidato raggiunge il punteggio minimo solo in alcune abilità , il risultato ottenuto è capitalizzabile: in un esame successivo il candidato può sostenere solo le prove relative alle abilità non superate.
Le abilità capitalizzate valgono per un anno dal primo esame sostenuto.
I livelli A1 e A2 prevedono un punteggio massimo di 60 punti suddivisi in cinque parti di 12 punti ciascuna per i moduli Adulti all'Estero, Ragazzi all'Estero e Ragazzi in Italia (per ogni abilità il livello di sufficienza è raggiunto con 7 punti), e in quattro parti per i moduli Bambini in Italia e Adulti in Italia (le abilità di ascolto e produzione orale hanno un punteggio massimo di 18 punti con un livello di sufficienza di 10 punti, mentre le abilità di lettura e di produzione scritta hanno un punteggio massimo di 12 punti con un livello di sufficienza di 7 punti).
La scala di valutazione prevede per i livelli dal UNO –B1 al QUATTRO-C2 un punteggio massimo di 100 punti suddivisi in cinque parti di 20 punti ciascuna (per ogni abilità il livello di sufficienza è raggiunto con 11 punti).
L'assegnazione dei punteggi e la valutazione sono svolte interamente presso l'Università per Stranieri di Siena, e ciò a garanzia della omogeneità delle procedure.
Destinatari :
Tutti i cittadini stranieri e i cittadini italiani residenti all'estero possono iscriversi agli esami CILS. Non ci sono limiti di età e non è necessario possedere titoli di studio particolari, né aver superato un esame CILS di livello inferiore.
Come iscriversi all'esame :
All'estero gli esami hanno luogo presso gli Istituti Italiani di Cultura o altre sedi convenzionate. In Italia gli esami si svolgono presso l'Università per Stranieri di Siena e altre sedi convenzionate.
Date degli esami :
Gli esami della CILS si svolgono due volte l'anno: all'inizio di giugno e di dicembre, contemporaneamente in tutto il mondo.
